Yingkou Economic and Technological Development Zone is situated at Bayuquan District,which is in the south of Yingkou City. In 1988, Liaoning Government approved the establishment of Yingkou Export Processing Zone. On October 21st, 1992, it was approved the state-level economic and technological development zone by the State Council. The original area of the Zone was 6 square kilometers, the presently developed area is 16 square kilometers, and the area planned to be extended is about 145 square kilometers.

Yingkou Economic and Technological Development Zone adjoins Bohai Sea to the west. In the Zone, Yingkou New Port, of which the annual handling capacity is 18 million tons, and Huaneng Yingkou Power Plant located in the Zone has the total capacity of 1.8 million kilowatts. At present, two sets of generators of 300,000-kilowatt have been put into operation. With Shenyang-Dalian Expressway, Changchun-Dalian Railway and Harbin-Dalian Highway in the east, the Development Zone is adjacent to Dalian in the south and Anshan, Shenyang, Fushun, Benxi (a group of cities in central Liaoning) in the north. With strong support of hinterland industries, the Zone has become a spotlight for investments. In 1990, after a view by the Mission of the United Nations Development Program in Yingkou Development Zone, they highly praised the advantages in respect of hinterland industrial foundation, natural resources, professional personnel, geographical position and port facilities. The report predicted that Yingkou Development Zone will soon become a major international port and distribution center in the northeast Asia.

With the hinterland industries ,advantageous geographical position, and the input of the foreign funds and technology, Yingkou Economic and Technological Development Zone is actively developing in technological intensive industry, deep processing industry, high value-added industry, export-oriented industry, international trade, storage area, transportation, finance, science and technology, information and tourism as well. The Development Zone will become an important base 
in absorption of foreign fund, introducing the advanced technology, and expansion of foreign trade, in Liaodong Peninsula and in Northeast China.

At present, there are more than 8 billion has been put in the fixed assets in Yingkou Development Zone , and 800 million Yuan has been put in the urban infrastructures. Foreign businessmen from 24 countries and regions have invested in the Zone. Now, there are 333 foreign- funded enterprises in operation . The total investment is over 1.1 billion U.S.$, among which 523 million U.S.$ is contractual foreign capital. More than 120 projects have been put into operation. A newly patterned export-oriented economy has begun to take shape in Yingkou Economic and Technological Development Zone.

With the improvement of the investment environment and the increase of investment projects in Yingkou Economic and Technological Development Zone, it will surely become a modern port city in early of the century.
