he was in Gaokan county in Yingkou country as a knowledgeable youth in 1974;  he was in Yingkou Price Bureau on Feb.1980;  deputy director of Yingkou Financial Bureau; director of Yingkou State Owned Property Bureau on July 1997; director of Yingkou Auditing Bureau on March 1999; director of Yingkou financial Bureau on March 2001; Mayor assistant on May 2004.

Duties: In charge of  industries, enterprise reform, foreign economy and trade work. assigned personal responsibility for  economic committee, medium and small industrial bureau, economic cooperation office, township collective economic office, labor and social security bureau, safety   production supervision and management bureau, science and technology bureau,  foreign trade and economic corporation bureau, foreign affairs and (over Chinese affairs )office; also in charge of  citywide enterprises' reform, magnesium material base construction; in charge of the contact with quality and technology supervision bureau, food and drug supervision and management bureau , electricity and railway.
